政府培训提升农民工就业质量了吗?

Does Government Training Improve the Employment Quality of Migrant Workers?

当前,各级政府正在大力开展农民工培训,试图通过培训实现该群体的高质量就业。但是政府培训是否能够真正提升农民工的就业质量还有待进一步探讨。本文基于2016年中国劳动力动态调查数据(CLDS),应用微观计量方法对此问题进行了实证研究。研究结果表明,政府培训对农民工的正规就业和工资水平具有显著的、积极的影响,但是对其工作满意度并无显著影响。进一步的分析结果表明,获得他人尊重和表达意见的机会是影响农民工工作满意度最重要的两个因素。而当前政府主要提供的是技能培训,还未重视农民工工作过程中人际关系的改善,而这也是提升该群体整体就业质量的重要因素之一。

At present,the government attempts to achieve migrant workers’high-quality employment through training.Does government training really improve the quality of migrant workers’employment?This paper applies microeconometric methods to analysis effects of government training on migrant workers’employment quality based on 2016 China Labor-Force Dynamic Survey data.The results show that government training has a significant and positive effect on migrant workers’formal employment and wage,but no significant effect on their job satisfaction.That is to say,the governments mainly provide skill training at present,and has not paid attention to their improvement of interpersonal relationship,which may be the key point to improve their employment quality.
