海上保障基地是破解远洋军事行动海外落脚点和补给基地严重缺乏的难题的重要手段。探讨海上保障基地的功能定位和典型运用,分析美军“海基后勤”理论演变和装备平台发展实践,结合我军海上军事行动后勤保障的现实需求,从科学规划建设工作、灵活组合功能模块、大力研发平台方面探讨了对我军的启示,对构建符合我军特色的海上保障基地,提升我军海上军事行动能力具有重要的意义。

The maritime support base is an important means to solve the problem of the serious lack of overseas station and supply bases for ocean military operations.This paper discusses the function and typical application of maritime support bases,analyzes the evolution of U.S.military"sea based logistics"theory and the development practice of equipment platforms,and discusses the enlightenment to our army from the aspects of scientific planning and construction,flexible combination of functional modules,and vigorous research and development of platforms,combined with the practical needs of PLA's maritime military operations logistics support.It is of great significance to help build a maritime support base that conforms to our PLA's characteristics and improve the military action capability at sea.
