社会动员与社会参与:井冈山革命实践对当前农村社区建设的启示

Social mobilization and social participation:Enlightenment of Jinggangshan Revolutionary Practice on Current Rural Community Construction

当前农村社区建设存在动员力度弱、动员方法不恰当、农民参与不足等问题,亟须寻找新的解决路径。开展农村社区建设不仅仅需要借鉴发达国家或地区比较成熟的经验,也需要从传统汲取有效的经验。文章从目标、效果、方法等三个方面分析井冈山革命实践与当前农村社区建设的内在关联,然后从社会动员与社会参与两个层面梳理井冈山革命实践的经验,认为井冈山革命实践经验对当前农村社区建设的启示主要体现在充分了解对象群体的问题及需求、尊重本地的风俗文化及挖掘在地资源、积极推动对象群体意识的改变、强调对象群体的主动参与四个方面。

The current rural community construction has problems such as weak mobilization,inappropriate mobilization methods,and insufficient farmers’participation.It is urgent to find new solutions.Carrying out the construction of rural communities needs not only to draw on the mature experience of developed countries or regions,but also to learn effective experiences from tradition.This article analyzes the internal connection between the Jinggangshan revolutionary practice and the current rural community construction from the three aspects of goals,effects,and methods,and then sorts out the experience of the Jinggangshan revolutionary practice from two aspects:social mobilization and social participation.Finally,the article holds that the enlightment of Jinggangshan revolutionary practice on the current rural community construction mainly lies in the following four aspects:fully understanding the problems and needs of the target groups;respecting local customs and culture and tapping local resources;actively promoting the change of target groups’awareness;and emphasizing the active participation of the target groups.
