我国农地流转制度变迁、契约安排、存在困境与对策

Institutional Change,Contractual Arrangement,Predicament and Countermeasures in China’s Farmland Transfer

随着农地产权制度效率提升、农村劳动力非农就业转移和农村社会保障体系建立,农户农地流转行为逐渐普及。通过流转对农地资源进行重新配置,有利于实现农地集中连片化经营和规模化经营,促进农业生产效率的提高。然而,农户农地权属认知模糊、农村社会的"差序格局"结构、农村社会保障薄弱和农地流转市场无序发展阻碍了农户自愿流转农地的行为。因此,未来应从多元提升政策执行力、多渠道增进农户福祉、多举措加强农地流转中介服务以及多维度优化政府职能四个方面有序推动农户农地流转,促进农地流转市场健康发展。

With the efficiency promotion of farmland property rights system,the non-farm employment transfer of rural labor force and the establishment of rural social security system,the action of farmland transfer is becoming more and more popular.The reallocation of land resources is conducive to the realization of the centralized contiguous management and scale operation of farmland,thus improving the efficiency of agricultural production through farmland transfer.However,farmers’behavior of voluntary transfer of farmland is hindered by the vague cognition of farmland ownership,the"differential pattern"structure of rural society,the weak rural social security and the disorderly development of agricultural land transfer market.In order to promote farmers’farmland transfer behavior correctly and the healthy development of farmland transfer market,we should improve the implementation of policies,farmers’well-being,intermediary services for farmland transfer and multi-dimensional optimization of government functions in the future.
