林权登记数据清理规范和整合建库技术研究

Research on Cleaning Standard for Forest Right Registration Data and Integrated Database Building Technology

论文以江西省抚州市为例,实践中充分利用原林权登记成果,厘清集体林权的集体属性、林权特性,重点研究林权登记数据清理规范和整合建库关键技术及问题处理的方法。在保持连续稳定的基础上,解决了“不变不换”和清理规范之间的矛盾,为抚州市明晰林业产权,破解林权登记难的问题提供了理论依据。

Based on the work practice of Fuzhou City in Jiangxi Province,the researches of this paper make full use of the original forest right registration results,and clarify the collective attributes and characteristics of collective forest rights,focusing on the forest property registration data cleaning standard,and the key technology of integrated database building and problem-solving methods.On the basis of continuity and stability,the contradiction between“Invariance-Nochange”and cleaning standard is solved.The results have provided a theoretical basis for Fuzhou City to clarify forest property rights and dealwith the problems in forestproperty registration.
