以按劳分配为主体、多种分配方式并存是中国特色社会主义基本经济制度要素之一,构成特有的分配制度体系,是中国特色社会主义政治经济学关于分配理论的创新。党的十九届四中全会在关于分配制度体系的构建上分了三个层次(三次分配),这是适合我国现代生产力发展水平和以公有制为主体、多种所有制共同发展的要求,这一制度体系具有巨大的制度优势和活力。三次分配的构建主要指:按劳分配是主脉,多种分配方式并存是必不可少的辅助;运用再分配调节,能够更好地扬优抑弊,扩大社会保障体系,是分配总体的必备手段;第三次分配体现社会主义价值观,是实现共同富裕的重要补充。三者构成一个完整系统,完善了中国特色社会主义的分配制度。

Integrating the work-based distribution as the main body with other distribution modes is one of the elements of the basic economic system of socialism with Chinese Characteristics.It constitutes a unique distribution system and an innovation in the distribution theory of the socialist political economics with Chinese Characteristics.The three levels(three distributions)of the distribution system defined at the Fourth Plenary Session of the 19 th Central Committee of the CPC is compatible with the development of modern productive forces in China and the requirements of the common development of public ownership as the core and other ownership.This system has great institutional advantages and vitality.The establishment of the three distributions mainly refers to:the work-based distribution is the principal part,while the coexistence of other distribution modes is an essential auxiliary;the adoption of redistribution adjustment,which can promote the advantages,suppress the disadvantages,and expand the social security system,is the necessary means of the overall distribution;the third distribution embodies the socialist values and is an important supplement to achieve common prosperity.The three as a complete system enhance the distribution system of socialism with Chinese Characteristics.
