党的十九届四中全会《决定》关于中国特色社会主义基本经济制度的新论断,是中国特色社会主义基本经济制度由单一所有制制度向包括所有制制度、分配制度和社会主义市场经济体制在内的体系化制度转变的重大理论创新。按劳分配是科学社会主义理论体系的重要支柱,坚持按劳分配为主体,是由公有制为主体决定的,有利于巩固和不断发展公有制经济;坚持多种分配方式并存,是由多种所有制共同发展的所有制结构决定的,有利于促进多种所有制经济共同发展,调动各方面的积极性,增强经济活力,共同促进现代化经济体系建设,推动经济高质量发展。所以,分配制度上升为基本经济制度具有理论必然性和实践必然性。

A new judgment,the basic economic system of Socialism with Chinese Characteristics in the"Decision"of the Fourth Plenary Session of the 19 th CPC Central Committee,is a major theoretical innovation in the transformation of the basic economic system of Socialism with Chinese Characteristics from a single ownership system to a systematic system including ownership system,distribution system and socialist market economy system.Distribution according to work is an important pillar of the theoretical system of scientific socialism.Adhering to distribution according to work as the dominance is determined by the public ownership,which is conducive to the consolidation and continuous development of the public ownership economy.Adhering to the coexistence of diversified modes of distribution is determined by the ownership structure of the common development of multiple ownership,which is conducive to promoting the joint development of multiple ownership economy,mobilizing the enthusiasm of all aspects,enhancing economic vitality,accelerating the construction of modernized economic system,and promoting high-quality economic development.Therefore,the distribution system as the basic economic system has theoretical and practical necessity.
