十九届四中全会从制度层面对推进国家治理体系和治理能力现代化予以了顶层设计,全面依法治国是国家治理体系和治理能力现代化的重要组成部分,从制度视角审视全面依法治国战略是协调推进"四个全面"战略布局的重要内容。构建全面依法治国的原则、标准、着力点三个方面的制度内容,既从宏观层面架构了全面依法治国制度体系的核心内容,也从微观层面为推进全面依法治国取得实效提供了重要指南。
