A Discussion on the Construction of Model Township in the Central Soviet Region

模范乡建设是中国共产党在中央苏区局部执政过程中进行乡村治理的实践探索。模范乡建设是苏区革命和加强基层政权建设的必然要求,以毛泽东同志为主要代表的中国共产党人对模范乡的培育与指导,荣誉表彰制度的推行,苏区干部好作风的实践及人民群众的大力支持,是模范乡建设的重要条件及决定因素。模范乡建设的内容体现为乡苏政权建设的模范、扩红运动的模范、劳动力调剂与合作社的模范和教育文化事业的模范。模范乡建设是中国共产党基层治理制度的成功实践,促进了基层政权建设;密切党群关系,促进了苏区干部好作风的形成;加强经济和文化教育建设,支持了苏维埃革命和建设。在加强党对基层政权的领导,真心实意为群众谋利益,践行党的群众路线,弘扬苏区干部好作风,创造第一等工作方面提供了经验启示,对新时代中国共产党推进国家治理体系和治理能力现代化具有重要的借鉴意义。

The construction of model township is the practical exploration of rural governance car-ried out by the Communist Party of China in the local governance in the Central Soviet Region.The con-struction of model township is an inevitable requirement for the revolution in the Soviet Union and thestrength of the building of grass-roots political power;the cultivation and guidance of the Chinese com-munists with Mao Zedong as the main representative,the implementation of the honor and commenda-tion system,the practice of the good work style of cadres in the Soviet Union.The vigorous support ofthe masses are important conditions and decisive factors for the construction of model townships.Thecontent of the construction of model townships is embodied in the model of the construction of the town-ship Soviet political power,the model of the red expansion movement,the model of labor transfer andcooperatives and the model of education and cultural undertakings.The construction of model townshipsis the successful practice of the CPC’s grass-roots governance system and promotes the construction ofgrass-roots political power;The close relationship between the Party and the masses promoted the for-mation of a good work style among cadres in the Soviet Union.Economic,cultural and educational con-struction was strengthened and the Soviet revolution and construction was supported.It provides experi-ence enlightenment in strengthening the Party’s leadership over grass-roots political power,sincerelyseeking benefits for the masses,practicing the party’s mass line,carrying forward the good work style of cadres in the Soviet Union and creating the first work,which has important reference significance for theCPC to promote the modernization of the national governance system and governance capabilities in thenew era.
