摘要
本文采用探索性案例研究方法,基于战略人力资源管理匹配观,构建国有企业党建工作与战略人力资源管理纵横匹配分析框架。研究发现:党建工作与战略人力资源管理在企业使命、核心价值观、战略目标导向方面实现战略层融合以指导两者在职能层融合,实现纵向匹配;党建工作和战略人力资源管理职能在激活人力资本优势、发挥先锋模范作用、维护和谐劳资关系、打造生机旺盛和凝心聚力的文化方面实现职能层的横向匹配融合。本文发现国有企业,特别是人才聚集的高技术国有企业将为党建工作与战略人力资源管理实践有机融合提供指导性思路,以提升国有企业党管人才及人力资源管理水平,进而促进国有企业高质量的可持续发展。
Using an exploratory case study approach,this study proposes a theoretical framework on the vertical and horizontal fits of Party organization construction and strategic human resource management(SHRM)in state-owned enterprises from the perspective of SHRM fit.The study found that Party organization construction and SHRM of state-owned enterprises can achieve the integration of the strategic level in terms of corporate mission,core values and strategic goal orientation to guide the integration of the two at the functional level,thus achieving vertical fit;the functions of Party organization construction and SHRM can achieve horizontal fit in aspects including activating the advantages of human capital,playing a pioneering role,maintaining harmonious industrial relations and creating a vibrant and cohesive culture.Thus,this study provides a guidance for state-owned enterprises,especially high-tech state-owned enterprises with a concentration of talents,to integrate Party organization construction with SHRM practices,which improves the level of the Party exercising leadership over personnel management and human resource management,in turn promoting high-quality and sustainable development of state-owned enterprises.
