普通高校的校纪校规作为一种自治规范,是普通高校进行自主管理的重要依据,并具有显著的法律特征,它对依法治校、落实高校办学自主权以及构建现代大学制度具有重大的意义。普通高校制定校纪校规的初衷,是更好地教育育人,但目的之正当并不必然保证手段的合法,校纪校规如果越界,就会侵犯学生的合法权益。近年来,我国普通高校校纪校规的建设取得了一些成绩,但是由于理论研究的滞后以及校纪校规制定本身存在的不足,当前我国普通高校校纪校规在合法性方面仍存在一些问题。
