绿色技术创新、技术吸收能力与绿色发展——基于资源环境约束下的开放经济内生增长模型

Green Technology Innovation,Technology Absorptive Capacity and Green Development——An Endogenous Growth Model of Open Economy Based on Resources and Environment Constraints

本文首先将可耗竭的自然资源和环境污染纳入内生增长模型,并将人力资本与技术进步同时内生化,构建了一个基于产品水平创新的六部门开放经济内生增长模型。通过求解模型的社会计划最优均衡,发现绿色技术创新和技术吸收能力是影响绿色发展的重要因素。接着基于理论模型的推导结果构建计量模型,以中国2004—2020年30个省市的面板数据为研究对象进行实证分析,深入探究绿色技术创新、技术吸收能力对绿色发展的影响,以及技术吸收能力在绿色技术创新促进绿色发展中的调节作用。结果表明:无论是在全国样本还是在东中西部地区样本下,绿色技术创新对绿色发展均有显著的促进作用;技术吸收能力对绿色发展具有阻碍作用,技术吸收能力在全国和东西部地区存在U型调节作用,在中部地区存在线性的正向调节作用。

This paper puts exhaustible natural resources and environmental pollution into the endogenous growth model,and internalizes human capital simultaneously with technological progress to construct a six-sector endogenous growth model of open economy based on product level innovation.By solving the optimal equilibrium of the social plan of the model,it is found that green technology innovation and technology absorption capacity are important factors affecting green development.Then,based on the derivation results of the theoretical model,an econometric model is constructed,and the panel data of 30 provinces and cities in China from 2004 to 2020 are taken as the research object for empirical analysis,to explore the impact of green technology innovation and technology absorption capacity on green development and the moderating role of technology absorption capacity in green technology innovation promoting green development.The results show that whether in the national samples or the samples of the eastern,central and western regions,green technology innovation has a significant role in promoting green development.However,technology absorptive capacity has a blocking effect on green development with a U-shaped regulatory role in the country and the eastern and western regions,and there is a linear positive regulatory effect in the central region.
