拉美各国在资本项目上对美国自由开放,它们在经济发展上对美已经形成了依附,并且美、拉之间高企的超额收益率可以顺利转化为(由美国获得的)巨量超额收益,这既滋养了美元霸权,又抽干了拉美利益。相反,在中国,美国资本进出受到了较多监管,中美之间高企的超额收益率,并没有充分转化为(由美国获得的)巨量超额收益,美元霸权未能从中国吮吸到足够多的血液。对此,美国心有不甘;利益上具有一致性的美国政府与美国垄断资本进一步勾结起来,对华采取一系列措施,企图将潜在利益转变为实际利益。事实上,美国正在打造科技与金融对华“结构性脱钩”的新格局。在这种形势下,中国在资本项目和金融市场开放等方面应该秉持稳慎态度,以免落入美国设下的战略陷阱。

Latin American countries are free and open to the United States in capital account,and they have formed dependence on the United States in economic development.Moreover,the high excess return ratio between America and Latin America can be smoothly translated into a huge excess return.This has both fed dollar hegemony and drained Latin American interests.On the contrary,in China,the inflow and outflow of American capital are regulated,and the high excess returns between the two countries is not fully transformed into economic interest of the United States,and dollar hegemony has not sucked enough blood from China.Therefore,the United States is bound to be unwilling,and its government would collude with monopoly capital and adopt new strategies to transform potential interests into real interests as much as possible.In fact,the US is forging a new pattern of“structural decoupling”of science and technology and finance.Under such circumstances,China should take a prudent attitude on issues such as capital account and financial market opening to avoid falling into the strategic trap set by the United States.
