改革开放以来,我国对资本的认知与驾驭经历了肯定、否定、否定之否定这样一个矛盾对立统一的过程,资本“红绿灯”的提出并不是空穴来风,是有足够的实践经验和理论基础的,同样也是经得起历史检验的。随着资本的快速生长和广泛利用,其自身的弊端也开始暴露出来并对我国社会经济的发展安全产生威胁,所以为资本设置“红绿灯”是稳定发展的必然选择。我们要明白为资本设置“红绿灯”的深意并不是不要资本或限制和“堵住”资本的正常生长,而是在充分发挥资本的积极作用的同时,正确引导资本的健康有序发展。管住是基础,管好是任务,让资本为人民服务、为社会主义制度服务是最终目的,所以我们主要立足于“管”整个核心范畴,从“怎么管”“管什么”“为何管”等几个部分来透视让资本的“红绿灯”亮起来的内在逻辑,从而促使中国资本市场朝着更加健康、更加持续、更加长远的方向发展。

Since the reform and opening up,our country’s cognition and management of capital has experienced a process of unity of contradictions and opposites,such as affirmation,negation,and negation of negation.The proposal of capital“traffic light”has sufficient practical experience and theoretical basis,and it can also stand the test of history.With the rapid growth and extensive utilization of capital,its drawbacks are exposed and will threaten the security of our country’s social and economic development.Therefore,setting“traffic lights”for capital is an inevitable choice for stable development.Setting“traffic lights”for capital is not giving up capital,not restricting the growth of capital,or“blocking”the normal growth of capital,but to correctly guide the healthy and orderly development of capital by giving full play to the positive role of capital.Management is the foundation,Managing well is the task,and making capital serve the people and the socialist system is the ultimate goal.Therefore,we are mainly based on“management”,to see the internal logic of setting the“traffic lights”for capital from the aspects of“how to manage”,“what to manage”and“why to manage”,so as to promote the development of China’s capital market in a healthier,more sustainable and longer-term direction.
