坚持和加强党的领导是中国革命、建设和改革事业不断推进的根本保障,是中华民族实现伟大复兴的"成功密码",贯穿于党的建设的百年历程中。党的十八大之后,中国特色社会主义进入新时代,以习近平同志为核心的党中央把党的领导提到突出位置,明确提出加强党的全面领导的要求。十九届四中全会进一步提出坚持和完善党的领导制度体系。新时代坚持党的全面领导,一方面要按照十九届四中全会要求,完善党的领导制度体系;另一方面要采取措施,保证党的领导制度的贯彻落实。

Adhering to and strengthening the Party’s leadership is the fundamental guarantee for the continuous advancement of China’s revolution,construction and reform,and the“success code”for the realization of the great rejuvenation of the Chinese nation,which runs through the entire process of Party building for the past century.Since the 18th National Congress of the Communist Party of China,socialism with Chinese characteristics has entered a new era.The Central Committee of the CPC,with Comrade Xi Jinping at the core,has highlighted the leadership of the Party and clearly put forward the requirements for strengthening the Party’s overall leadership.The Fourth Plenary Session of the 19th Central Committee further proposed to uphold and improve the Party’s leadership system.To uphold the Party’s overall leadership in the new era,on the one hand,we must improve the Party’s leadership system in accordance with the requirements of the Fourth Plenary Session of the 19th Central Committee;on the other hand,we must take measures to ensure the implementation of the Party’s leadership system.
