中国高等教育经济功能的演变与绩效

A Study on Evolution and Performance of Economic Function of Higher Education in China

高等教育的经济功能集中表现在高等教育通过促进人力资本积累能够带来科技创新的提升和国民经济的增长。在梳理高等教育经济功能思想演变的基础上,进一步以改革开放40年来的发展实践为样本,通过构建向量自回归模型,对高等教育政策演变影响经济增长和科技创新的绩效分别进行了脉冲响应分析。研究结论显示:高等教育带来了显著的"改革红利",即高等教育制度的良性改革能够有效地促进科技创新的提升和国民经济的增长。发挥高等教育在促进经济社会高质量发展中的积极作用,应坚持公平与均衡的发展原则,继续深化高等教育制度改革;应树立人才立校的理念,进一步提升高等教育质量。

Higher education promotes innovation of science and technology and high quality development of economic and society,through increase human capital.Based on revealing the evolution of thoughts in higher education,this paper builds VAR models of time series to analyze the performance of higher education to economic growth and innovation of science and technology in 40 years since the Reform and Opening-up.Conclusion is drawn basing on the impulse-response analysis:higher education produces obvious"reform dividends",which shows that institution reform of higher education can effectively promote innovation of science and technology and economic growth.To play the economic performance of higher education effectively,we should further to deepened the reform of higher education institution and promote the quality of higher education.
