以人民为中心 正确推进国企改革

社会主义国企作为全民所有的人民企业,天然具有依靠人民、服务人民的人民性和遵从社会化大生产客观规律的计划性,这是体现它的社会主义性质的根本制度规定性,因此,国企改革必须解决人民缺位的问题,切实使人民回归中心地位,充分尊重劳动群众的主人翁地位,充分发挥他们的劳动奉献和首创精神,"全心全意依靠工人阶级",并切实造福工人阶级;通过提高人民的积极性、创造性、获得感和文化素养来推进人民中心思想的落实;在"三个有利于"历史标准基础上遵循"四个有利于"价值性原则落实人民中心思想;通过推进国有企业的立体化"混改"来贯彻落实人民中心思想。而国企混改中落实人民中心思想的关键是规制资本,这不仅必要、合法,而且可行,通过公有制经济的主导和规制,把资本关进社会主义制度和人民利益的笼子里。

As a people’s enterprise owned by the whole people,socialist state-owned enterprises naturally have the nature of relying on the people and serving the people,and planning of following the objective law of socialized production,which is the basic system of its socialist nature.Therefore,the reform of state-owned enterprises must solve the problem of the absence of the people,earnestly abide by the principle of the people’s center,fully respect the position of the working people as masters,and give full play to their work and initiative mind.and "rely on the working class wholeheartedly",and really benefit the working people.By improving the people’s initiative and creativity,acquiring the sense of feeling and cultural needs,we can promote the implementation of the people’s central principle,follow the"four favorable" value principles and implement the people’s central principle on the basis of "three benefits".Through the promotion of three-dimensional state-owned enterprises,"mixed ownership reform" to achieve the principle of the people-centered.One of the key measures to implement the central principle of the mixed transformation of state-owned enterprises is to regulate capital,which is not only necessary,legal,but also feasible.Through the guidance and leadership of the public economy,put capital in the cage of socialist system and people’s interests.
