2000-2019年云南省保山市疟疾防治经济和社会效益评价

Evaluation on the economic and social benefits of malaria control in Baoshan,Yunnan from 2000 to 2019

目的对2000-2019年云南省保山市疟疾防治的经济和社会效益进行分析,科学评价防治效果,进一步推进防治工作。方法运用卫生经济学基本理论,采用成本效益比值法对疟疾防治工作中投入的成本与产生的效益进行分析。结果2000-2019年云南省保山市共投入疟疾防治成本16986万元,产生总经济效益283913万元,净效益为266927万元;成本效益比值是1∶16.71;平均每年净效益13346万元;市、县、乡、村从事疟疾防治工作的医务人员年均效益38万元。趋势分析显示,随着年限的推移,疟疾发病先升后降,2000-2019年各年发病率差异有统计学意义(χ^(2)=14321,P<0.001)。结论云南省保山市20年来的疟疾防治取得了较大的社会效益,间接产生了266927万元的隐性经济效益,为保山市工农业的发展做出了很好的健康保障。

Objective To analyze the economic and social benefits of malaria control and prevention in Baoshan from 2000 to2019,and evaluate the effect of control and prevention scientifically for a further malaria control.Methods Based on the basic theory of health economics,the cost and benefit of malaria control were analyzed using cost-benefit ratio method.Results In Baoshan from 2000 to 2019,a total of 169860000 RMB was invested in malaria control,resulting in a total economic benefit of2839130000 RMB,and the net benefit of 2669270000 RMB;the cost-benefit ratio is 1∶16.71;the average annual net benefit was 133460000 RMB;and the average annual benefit of medical staff engaged in malaria control in city,county,township and village was 380000 RMB.Trend analysis showed that the incidence of malaria increased first and then decreased with the increase of years,and there was statistically significant difference in the annual incidence rate from 2000 to 2019(χ^(2)=14321,P<0.01).Conclusion The malaria control in Baoshan has achieved great social benefits in the past 20 years,and indirectly produced a recessive economic benefit of 2669270000 RMB,which provided a good health guarantee for the development of industry and agriculture in Baoshan.
