2017-2019年信阳市浉河区卫生行政处罚案件分析

Analysis on health administrative punishment cases in Shihe district of Xinyang,2017-2019

目的分析信阳市浉河区卫生行政处罚案件情况,提高卫生行政处罚能力。方法调取2017-2019年辖区内卫生监督管理处罚报告卡,对卫生行政处罚案例进行分析。结果2017-2019年,共有384件卫生行政处罚案件,分别占30.21%、32.29%、37.50%,且一般程序处罚案件占比较低。结论我国现阶段的卫生行政处罚逐步趋于规范化,但也存在处罚种类单一,处罚能力不足,一般程序比例低等问题,应加强卫生行政法规学习,加强执法队伍建设,提高卫生行政处罚能力。

Objective To analyze the situation of health administrative punishment cases in Shihe District,Xinyang,for improving the ability of health administrative punishment.Methods The health supervision and management punishment report cards in the jurisdiction were retrieved,and the cases of health administrative punishment from 2017 to 2019 were analyzed.Results From 2017 to 2019,there were a total of 384 health administrative punishment cases,and the yearly cases accounted for30.21%,32.29%and 37.50%of the total,respectively.The proportion of general procedural punishment cases was relatively low.Conclusion Current health administrative punishments are gradually becoming standardized,but there are also problems such as single type of punishments,insufficient punishment capabilities,and low proportion of general procedure cases.The study of health administrative regulations and the construction of law enforcement teams should be strengthened to improve the ability of health administrative punishments.
