军队疗养机构防控COVID-19的实践回顾与思考

Practice Review and Reflection of Prevention and Control of COVID-19 in Military Rehabilitation Institutions

目的增强军队疗养机构防控重大突发公共卫生事件的能力。方法回顾作者疗养中心疫情防控实践,剖析军队疗养机构防控重大疫情时自身优势及现存问题;探索军队疗养机构防控新型冠状病毒肺炎(corona virus disease 2019,COVID-19)的对策;思考军队疗养机构COVID-19防控实践对护理管理的启示。结果提出并践行了COVID-19特殊时期"四到位",常态时期"把三关"的护理对策,实现了COVID-19疫情防控"零感染",疗养保障服务满意率保持在98.6%以上的阶段性成效。提出了军队疗养机构COVID-19防控实践带给其护理管理的四点启示:(1)护理知识、技能要建立常用与疾控、平时与战时的立体储备制度;(2)护理硬件设施要设计战时储备方案;(3)护理抢救器材要完善常备检测制度;(4)护理管理要确立战时思维与应急思维。结论分阶段、全面细致地制定并落实COVID-19疫情防控护理对策,是军队疗养机构防控重大突发公共卫生事件能力水平提升的有效途径;确立战时思维与应急思维,是军队疗养机构在现代国际、国内背景下更好履行平、战时职能任务的必然要求。

Objective To enhance the ability of prevention and control of major public health emergencies in military rehabilitation institutions.Methods The practice of epidemic prevention and control in the recuperation center were reviewed.The advantages and existing problems of military rehabilitation institutions in preventing and controlling major epidemics were analyzed.The strategies of military rehabilitation institutions to prevent and control corona virus disease 2019(COVID-19)were explored.The enlightenment of COVID-19 prevention and control practice in military rehabilitation institutions to nursing management were thought about.Results The"four in place"during the COVID-19 pandemic,and the"guard three barriers"nursing strategies during the normal period were put forward and practiced.The periodic goal of the"zero infection"of COVID-19 epidemic,and the satisfaction rate of rehabilitation service remained above 98.6%was achieved.Four points of enlightenment from the practice of COVID-19 prevention and control to the nursing management in military rehabilitation institutions were put forward:(1)Nursing knowledge and skills should be established with a stereoscopic storage system for common use and disease control,peacetime and wartime;(2)Nursing hardware facilities should be equipped with wartime reserve scheme;(3)The inspection system for nursing rescue equipment should be improved;(4)The wartime thinking and emergency thinking should be established in nursing management.Conclusion Formulating and implementing comprehensive nursing countermeasures during the COVID-19 outbreak by stage can effectively promote military rehabilitation institutions′capability in preventing and controlling of major public health emergency.The establishment of wartime thinking and emergency thinking is an inevitable requirement for military rehabilitation institutions to better perform their functions and tasks in peacetime and wartime under the modern international and domestic background.
