风险社会理论为深入系统地解读警察网络公信力提升路径提供了一个新颖的理论视角,而互联网则为其提供了一个更加具体的情境框架。警察网络公信力在网络和风险社会的交互下催生了主观认知和客观事实两方面的风险源;而在其存在过程中,既要面临由公众的参与方式的转变、置信过程中空间和媒介的交融、信息的超时空快速传递引致的外部不确定性风险,亦要解决公安机关内部风险意识和防控力不到位带来的风险与挑战。要回答如何在风险社会背景下建设好警察网络公信力这个问题,可以从构建积极信任的理念和行动两方面推进,即要在理念上形成互联网意识、规范意识和共治意识,并在行动中落实增强网络舆情治理能力、推进警务信息公开化建设、建立良性的警民沟通互动关系的实践活动。

The theory of risk society provides a novel theoretical perspective for the systematic interpretation of how to construct the police network credibility,while the Internet provides a more specific contextual framework.The subjective cognition and objective risks of the police network credibility have been aroused under the interaction of the network and the risk society.In the process of its existence,the police network credibility faces the external uncertainty,which caused by the transformation of the public participation,the integration of space and media in the credibility process,and the rapid spread by the information technology beyond time and space.And it also has to address the risks and challenges caused by the under developed risk awareness and control work of the public security organs.To answer the question of how to build the police network credibility in the context of a risk society,we can advance from the concept and action of building positive trust,that is,to form an awareness of the Internet,normative and co-governance in the concept,and enhance the ability of network public opinion governance,promote the openness of police information,and establish a benign police-civilian interaction.
