互联网法治助推“法治乡村”建设研究

Research on the Construction of “Rule of Law Village” by Internet Rule of Law

2018年2月4日发布的《中共中央国务院关于实施乡村振兴战略的意见》明确提出农村是国家稳定的根基,要将法治中国建设的重点和难点转向农村,实施"法治乡村"建设目标。互联网法治顺应了这一趋势,能实现政务公开,使公民的的监督权更为宽广,保障人民群众参政议政权利的真实享有,有效化解矛盾纠纷等。面对法治意识尚未完全形成,村民民主意识、权利意识淡薄,政府治理手段单一,时有发生的有法不依、执法不严等现状,建设法治乡村需要完善法律规范,加大政府门户网站的建设,让政府信息公开、透明,处理好法理和情理之间的关系,整合社会资源,多渠道化解矛盾纠纷,为乡村振兴提供法治保障,顺利推动"法治乡村"建设的伟大步伐。

The"Opinions of the State Council of the CPC Central Committee on the Implementation of the Rural Revitalization Strategy"issued on February 4,2018,clearly states that rural areas are the foundation of national stability.It is necessary to shift the focus and difficulties of the construction of the rule of law in China to rural areas and implement the goal of"rule of law villages".The rule of law on the Internet conforms to this trend,and it can realize the openness of government affairs,make citizens’supervision power wider,guarantee the true enjoyment of the people’s right to participate in and discuss government affairs,and effectively resolve contradictions and disputes.In the face of the fact that the consciousness of the rule of law has not yet been fully formed,villagers have a weak sense of democracy and rights,the government has a single means of governance,and laws are not obeyed or strictly enforced from time to time.The construction of rule of law villages needs to improve legal norms,increase the construction of government portals,and make government information open and transparent.We will properly handle the relationship between legal principles and reason,integrate social resources,resolve disputes through multiple channels,provide legal guarantees for rural revitalization,and successfully promote the great step of the construction of"rule of law villages".
