网络安全舆论引导的基本特征及网民认知能力的提升

舆论引导是一种重要的信息传播方式和社会控制手段。它主要是通过新闻报道与信息传播的过程来营造一种具有普遍意义的社会认知。这种社会认知可以从思想行为上对社会成员产生影响,形成社会新风尚或引导受众自觉遵守约定俗成的价值观,自觉摒弃与社会主义核心价值观相违背的观念与行为,达到形成社会共识、完成社会善治的目的。当前,我国网络安全舆论引导主要是由传统主流媒体主导的、网络社交媒体广泛参与的、旨在普及网络安全知识和增强网民网络安全意识的舆论引导活动。主要具有这样几个特征:网络空间主权性特征、公共利益导向性特征、多组织协同引导、信息公开透明、杜绝网络谣言。但是,网民的认知能力还存在着进一步提升的空间。

Public opinion guidance is an important means of information dissemination and social control.It mainly creates a universal social cognition through the process of news reporting and information dissemination.This social cognition can have an impact on social members from the perspective of ideology and behavior,forming new social trends or guiding audiences to consciously abide by established values,and consciously abandon concepts and behaviors that contradict core values,To achieve the goal of forming social consensus and achieving good social governance.Currently,the public opinion guidance on network security in China is mainly led by traditional mainstream media,widely participated by online social media,aimed at popularizing network security knowledge and enhancing netizens’awareness of network security.It mainly has the following characteristics:cyberspace sovereignty,public interest orientation,multi organization collaborative guidance,information transparency,and the elimination of online rumors.However,there is still room for further improvement in the cognitive abilities of netizens.
