监狱反暴恐应急处置研究

监狱面临的暴恐行为主要表现为:狱外暴恐人员劫狱、暴恐人员狱内闹事、暴恐头目狱内指挥犯罪等形式。就目前来看,监狱在反暴恐的机制、队伍、理念、方法等方面还存在不足。监狱应注重联合、科学布点、强化激励来完善反暴恐机制;监狱应组建机构、分类培训来建强反暴恐队伍;监狱应树立"反暴恐重在预防"的理念,警察在反暴恐行动中要坚守"21英尺法则",注重现代科技智能反恐。

The acts of violent terrorism faced by the prison are mainly manifested in the following forms:breaking the prison by the violent terrorist outside the prison,making trouble inside the prison by the violent terrorist,directing the crime inside the prison by the violent terrorist leader,etc.At present,there are still some deficiencies in the mechanism,team,concept and method of anti terrorist.The prison should pay attention to the combination,scientific distribution and strengthening incentives to improve the anti terrorist mechanism;the prison should establish institutions and classified training to build a strong anti terrorist team;the prison should establish the concept of"anti terrorist focus on prevention",the police should adhere to the"21 feet rule"in anti terrorist actions,and pay attention to modern technology and intelligent anti-terrorism.
