乡村振兴下农户发展绿色农业的影响因素探析

Influencing Factors of Farmers’ Development of Green Agriculture under Rural Revitalization

习近平总书记提出的绿色发展观在三农领域的落地实施需要依靠微观行为主体农户的积极参与与执行。因此,基于行为经济学和有限理性经济人的假设,创新性地运用认知到行为的逻辑一致性原则,分两阶段筛选有效样本,探析了现阶段农户对绿色农业认知以及实施绿色农业行为的影响因素体系和作用机理,避免了现阶段研究中存在的意愿和行为的割裂性研究缺陷,提高了因素分析结论在政策设计和实施中的实用性和可靠性,为绿色农业管理措施落地创造良好的理论基础。依据河南省实地调研数据,从实证上验证性别、耕地面积、农技培训、质量意识、支持体系建设等影响农户绿色农业认知水平,以及性别、耕地面积、土地流转、政治身份、社会地位、非农技能培训、质量意识、支持体系建设等因素影响农户实施绿色农业行为,且这些因素的作用程度存在较大差异。依据影响因素体系的理论和实证分析结果,结合习近平总书记提出的改善生态环境就是保护和发展生产力的发展观,建议通过教育支撑、政策引导、意识驱动、示范带动、强化培训等措施促使农户发展绿色农业。

The implementation of general secretary Xi Jinping’s green development concept in the fields of agriculture needs to rely on the active participation and implementation of micro-actors-farmers.Therefore,based on behavioral economics and the hypothesis of limited rationality,creatively applying the logical consistency principle of cognition to behavior,screening valid samples in two stages,analyzing the factors system and mechanism of farmers’cognition of green agriculture and the implementation of green agriculture.and avoiding the separate research defect of intention and behavior in current research,improving the practicability and reliability of factor analysis conclusion in policy design and implementation,it creates a good theoretical basis for the implementation of green agricultural management measures.Based on the field survey data of Henan province,this paper empirically verify that gender,arable land area,agricultural technology training,quality awareness,support system construction and other factors affect farmers’green agriculture cognition level,and gender,arable land area,land transfer,political identity,social status,non-agricultural training,quality awareness,support system construction and other factors affecting farmers’consciousness of implementing green agricultural behavior.The results show that the effects of these factors vary greatly.According to the theoretical and empirical analysis results of the system of influencing factors,combined with the development concept of protecting and developing the productive forces to improve the ecological environment proposed by general secretary Xi Jinping,the paper proposes to promote the green agriculture development of farmers by means of education support,policy guidance,consciousness driving,demonstration driving,strengthening training and other measures.
