摘要
资金瓶颈是困扰我国公租房发展的主要问题,虽然目前我国公租房保障方式已由"补砖头"向"补人头"转变,但是仍未从根本上解决资金短缺的问题,并且,在短期内公租房筹建和货币化补贴将同时进行。当前我国公租房领域的资金来源仍局限于政府财政资金支持、住房公积金增值收益、土地无偿划拨、部分土地出让收益投入及少量银行贷款,融资渠道较为单一。解决公租房发展的资金难题需要拓展融资思维,创新融资模式,建议完善住房公积金管理制度和运作手段,增强公租房内源融资能力,尽快建立住房储蓄银行体系,积极探索并推广BOT模式、TOT模式、PPP模式、ABS模式和REITs模式等新型融资模式。
Capital bottleneck is the main problem that puzzles the development of public rental housing in China.Although the current work of public rental housing in China has changed from"bricks supplement"to"people supplement",it has not fundamentally solved the problem of shortage of funds,and in the short term,public rental housing construction and monetization subsidies will be carried out simultaneously.At present,the sources of funds in the field of public rental housing in China are still limited to the financial support of government,incremental benefit of housing provident fund,free allocation of land,partial land transfer income investment and a small amount of bank loans,so the financing channels are relatively limited.To solve the financial problem of public rental housing promotion,it is necessary to innovate financing thinking and financing mode.It is recommended to improve the housing accumulation fund management system and operational models,to enhance the internal financing capacity of public rental housing,to establish a housing savings banking system as soon as possible,and to explore actively and adopt financing modes such as BOT mode,TOT mode,PPP mode,ABS mode and REITs mode.
