文物文化资产管理体系构建研究——以湖南省博物馆为例

Research on the Construction of the Cultural Relics Assets Management System: A Case Study of Hunan Museum

湖南省博物馆作为政府会计改革先行试点单位,率先开展了构建文物文化资产管理体系的工作。湘博课题组通过线上问卷星数据提交、电子邮件、线下实地走访等形式,调研了74家博物馆,对文物文化资产的管理现状、存在问题进行了分析研究,设计出文物文化资产管理的全流程全生命周期的管理体系。本文旨在反映湖南省博物馆构建文物文化资产管理体系建立的过程,分析如何解决文物文化资产管理体系构建实践中所遇到的种种问题,以期能对职能部门草拟、修订文物文化资产管理规章提供参考,并为文博界同仁提供借鉴。

As the pilot institution in the reform of government accounting,Hunan Museum is the pioneer in carrying out the construction of the cultural relics assets management system.The research group of Hunan Museum has surveyed 74 museums via SO JUMP(an online questionnaire tool),E-mails,field research and some other forms.The status quo of the management of cultural relics assets and existing problems are analyzed.Based upon the analysis,this paper puts forward a comprehensive and complete management system of cultural relics assets.This paper presents the process of the contruction of cultural relics assets management system by Hunan Museum and provides solutions to the problems arising from the contruction process.This paper intends to serve as reference materials for relevant departments in drafting or amending regulations regarding cultural relics assets management system and for professionals in the cultural and museum industry.
