Practice and Thinking of Compensation in Flood Storage and Detention Area

蓄滞洪区运用是防洪减灾的重要措施之一,其补偿问题关系到区内群众的切身利益。文章结合2021年河南省特大雨洪引发的蓄滞洪区运用情况,简要介绍了海河流域(卫河流域)的广润坡、良相坡、崔家桥等蓄滞洪区运用和补偿的工作实践,浅谈对蓄滞洪区运用补偿工作的实践与思考,以期为今后蓄滞洪区运用补偿和防洪决策提供相关的理论依据和支撑。

The use of flood storage and detention areas is one of the important measures for flood control and disaster reduction.The compensation problem is related to the vital interests of the people in the area.Based on the application of flood storage and detention areas caused by heavy rainstorms in Henan Province in 2021,the application and compensation practice of flood storage and detention areas in the Haihe River Basin,Weihe River Basin,such as Guangrun Slope,Liangxiang Slope and Cuijiaqiao is briefly introduced in this paper.The practice and thinking of compensation work in flood storage and detention area is briefly discussed in order to provide relevant theoretical basis and support for the future use of compensation and flood control decisions in flood storage and detention areas.
