河南省水利投融资体制存在的问题及建议

Problems and Suggestions Existing in the Water Conservancy Investment and Financing System in Henan Province

文章以河南省作为研究对象,在分析河南省的水利投融资管理体制、投融资水平、融资服务保障体系、投融资结构、水利投融资平台运行的基础上,发现河南省水利存在投入不稳定、融资渠道受限、资产证券化未发行、水利投融资平台有待转型、水利项目收益低等问题,最后提出从持续加大公共财政投入、多角度融资、盘活存量资产、壮大水利投融资平台、提高水利项目收益等方面的优化建议,以期未来能够有助于“十四五”期间河南省水利投资建设。

Taking Henan Province as the research object,on the basis of analyzing the management system,investment and financing level,financing service guarantee system,investment and financing structure,and operation of water conservancy investment and financing platform in Henan Province,it is found that there are several problems including unstable investment,limited financing channels,unissued assets securitization,pending transformation of water conservancy investment and financing platforms,and low revenue from water conservancy projects.Finally,it is proposed to continuously increase public financial investment,multi-angle financing,revitalizing stock assets,expanding water conservancy investment and financing platform,and improving the revenue of water conservancy projects,in order to contribute to the construction of water conservancy investment in Henan Province during the 14th Five-Year Plan period.
