Research on PPP Project Quality Management Performance Assessment Based on the Perspective of Investment Company

建立合理的PPP项目质量管理考核体系,以提高项目质量管理水平,为实现项目质量管理目标奠定基础。采用基于关键成功因子的关键指标法确定考核指标及分级,选定项目法人质量管理、勘测设计单位质量管理、施工质量保证、监理质量控制、工程质量评定验收、质量问题处理6个一级指标,并将一级指标逐级分解为18个二级指标和34个三级指标。采用基于三角模糊数的模糊层次分析法(FHAP)确定考核指标权重并对考核指标赋分。在考核结果的基础上采用熵权法对指标权重修正确定综合得分。通过案例分析,验证研究成果,并针对性提出质量管理的改进建议。

The investment company shall establish a reasonable PPP project quality management assessment system to improve the quality management level of project construction and lay a foundation for the realization of project quality management objectives.Key Index Method based on Key Success Factors is used to determine the assessment index and classification.Six first-level indexes are selected,including the quality management of the project legal person,the quality management of the survey and design unit,the construction quality assurance,the supervision quality control,the project quality assessment and acceptance,and the quality problem handling.The first-level indexes are divided into 18 second-class indexes and 34 third-class indexes.Fuzzy Analytic Hierarchy Process(FHAP)based on triangular fuzzy number is used to determine the weight of the assessment indexes and assign scores to the assessment indexes.On the basis of the assessment results,the entropy weight method is used to modify the index weight to determine the comprehensive score.Through case analysis,verify the research results,and put forward targeted suggestions of quality management improvement.
