河道采砂管理现状分析及对策探讨

Actuality Analysis and Discussion on Countermeasures of Sand Mining Management in River Courses

为认真贯彻落实习近平总书记生态文明思想,规范河道采砂管理工作,缓解市场砂石供需矛盾,结合工作业务进行认真调研,全面分析河道采砂管理现状,提出当前河道采砂管理在规划编制、年度实施方案编制、采砂现场管理等方面存在的问题,并针对性地在科学编制河道采砂规划、合理编制年度实施方案、科学设置采砂点、严格采砂过程监管、充分利用现代化信息技术加强监管等方面提出处理措施。今后,要不断完善河道采砂管理体制机制,创新管理模式,建立河道采砂管理党政责任制,坚持疏堵结合,严厉打击非法采砂。在保证安全和生态的前提下,通过科学规划、规范许可和有效监管等使砂资源开发利用更加科学合理,为进一步规范河道采砂管理提供有价值的参考。

In order to conscientiously implement General Secretary Xi Jinping’s idea of ecological civilization,standardize the management of sand excavation and alleviate the contradiction between supply and demand of sand and gravel in the market,this paper conducts a serious research combined with professional work and makes a comprehensive analysis of the present situation of sand mining management in the river course. It points out the problems existing in the planning and compilation of the sand mining management in river courses,the compilation of annual implementation plans,and the management of sand mining sites. In addition,the paper puts forward some measures to deal with the problems,such as scientific sand mining planning,reasonable annual implementation plan,scientific setting of sand mining points,strict supervision of sand mining process,and making full use of modern information technology to strengthen supervision. In the future work,we should constantly improve the management system and mechanism of sand mining,innovate the management mode,establish the party and government responsibility system for sand mining management,adhere to the combination of dredging and blocking,and severely crack down on illegal sand mining. On the premise of ensuring safety and ecology,through scientific planning,standardized licensing and effective supervision,the development and utilization of sand resources will be more scientific and reasonable,which will provide valuable reference for further standardizing river sand mining management.
