国土安全部是"9·11"事件后美国成立的维护国土安全的专门机构,维护美国本土安全和防止恐怖袭击是其首要任务。国土安全部2019年发布的《国土安全部反恐怖主义和有针对性暴力战略框架》分析了美国面临的威胁,提出了反恐怖主义和有针对性暴力的指导原则,明确了反恐怖主义和有针对性暴力的四个目标及优选举措。该战略框架反映了美国反恐的新动向,为我国健全反恐工作机制、完善反恐工作体系、防范化解涉恐风险、深化反恐合作提供了重要借鉴和启示。

The Department of Homeland Security(DHS)is a specialized agency established after the September 11 th attacks to maintain US homeland security.Maintaining US homeland security and preventing terrorist attacks are its primary tasks.The DHS released the latest counter-terrorism strategic framework in 2019,namely Department of Homeland Security Strategic Framework for Countering Terrorism and Targeted Violence,which analyzes the evolution of the nature of threats facing the United States and proposes the guiding principles of DHS on countering terrorism and targeted violence,and clearly define the four goals and priority actions for countering terrorism and targeted violence.The release of this strategic framework reflects the new trends of countering terrorism in the United States,and provides an important reference and enlightenment for China to improve the counter-terrorism work mechanism,perfect the counter-terrorism work system,prevent and resolve the terrorism-related risks,and deepen counter-terrorism cooperation from a strategic perspective.
