北京社会治理成效研究——一个评估的视角

Study on the Effectiveness of Social Governance in Beijing——From an Evaluation Perspective

共建共治共享社会格局的形成有赖于社会多元主体参与其中。文章首先建立了北京社会治理成效评估的分析框架,然后基于一项北京市的问卷调查,用群防群治参与力量、群防群治品牌建设、群防群治作用展现三个指标开展具体评估。结果显示,群防群治在北京社会治理中扮演着不可或缺的角色,这支力量有较好的认知度;群防群治品牌认可度存在不同程度的差异且总体偏低;群防群治作用展现主要体现在巡逻防控方面。长远来看,为提升群防群治工作水平进而提升北京社会治理成效需要多措并举,包括构建群防群治力量参与的长效机制,注重群防群治品牌体系化建设以及彰显群防群治成果的层次性等。

The formation of a social pattern of joint contribution,common governance and shared benefits depends on the participation of multiple social subjects.The paper first establishes an analytical framework for assessing the effectiveness of social governance in Beijing,and then based on a questionnaire survey in Beijing,the evaluation was carried out by three indexes:the participation force,the brand building,and the function of prevention and management by the masses themselves.The results show that prevention and management by the masses themselves plays an indispensable role in Beijing’s social governance,and this force has a good recognition,the brand recognition of prevention and management by the masses themselves varies to varying degrees and is generally low,and its role is mainly in patrol prevention and governance.In the long run,multiple measures are needed to raise the level of prevention and management by the masses themselves and thus enhance the effectiveness of social governance in Beijing,including the establishment of a long-term mechanism for the participation of forces in the prevention and management by the masses themselves,pay attention to the brand system construction of prevention and management by the masses themselves and highlight the level of achievements in prevention and management by the masses themselves.
