湖南省邵阳市“一村一辅警”建设的调查与完善

Investigation and Improvement of “One Village,One Auxiliary Police” in Shaoyang of Hunan Province

辅警是维护社会治安工作中不可或缺的警务辅助力量。自2016年7月湖南省邵阳市全面实施"一村一辅警"建设以来,取得了较大的成绩,赢得了社会各界的一致赞誉,为全国公安机关在警力不足的情况下如何破解农村治安防控难题提供了参考依据。但是邵阳市"一村一辅警"建设中存在辅警流动频繁、整体素质偏低等问题,正确认识并处理这些问题,有利于"一村一辅警"建设的完善与全面推广。

Auxiliary police plays an indispensable part in maintaining public order.Since the full implementation of"One Village,One Auxiliary Police"policy in Shaoyang(Hunan Province)in July 2016,numerous achievements have been made and praised by all walks of life.Such works served as a breakthrough point for national public security organs to address rural security under the poor performance of police affairs.However,the frequent mobility,lower quality and other problems of auxiliary police should be treated and handled properly,which will overall promote the implementation of"One Village,One Auxiliary Police".
