日本2018年高校医学部招生舞弊事件分析及对我国的启示

An Analysis of Medical College Admission Fraud in Japan in 2018 and Its Implication for China

日本2018年高校医学部招生舞弊事件暴露了日本私立高校招生选拔机制存在的缺陷,主要包括高校招生权力过于集中、缺少权力制衡制度设计,招生选拔标准不明晰且操作程序违规,高校漠视教育公平追求办学效益,信息公开不足且第三方监督机制不完善等,为招生腐败行为提供了隐蔽空间。我国当前的高考综合改革应以此为鉴,在扩大高校招生自主权的过程中必须保障高校招生的公平公正,做到:加强高校内部治理,强化招生自主权的分立与制衡;出台相关政策法规,确保招生公平公正;加大信息公开力度,加强高校招生外部监督;健全问责机制,严惩招生舞弊相关人员。

In Japan,the year of 2018 witnessed the admission fraud event which exposed the problems in their admission and selection mechanism in Japanese private higher institutions.The main problems are such ones as excessive centralized power of admission,imbalanced power system design,unclear enrollment and selection standards and violation of operating procedures,universities’ignorance of education fairness,insufficient information disclosure and sharing,and defective third-party supervision mechanisms,etc.The admission fraud event in Japan in the year of 2018 has provided implication for current admission work when we are expanding the independent admission scale in higher education institutions in China.For example,to ensure admission fairness and justice,we need to strengthen the administrative ability of universities and the separation of powers;we need to improve information sharing and external supervision by introducing more regulations and rules;we also need to set up a sound accountability mechanism so as to severely punish personnel involved in enrollment fraud,etc.
