我国高校高水平运动队招生政策研究——基于理性选择制度主义分析框架

A Study on Admission Policy on High-level Sports Teams in Higher Education Institutions in China—An Framework Analysis Based on Rational Choice Institutionalism

我国高校高水平运动队招生政策是促进高校选拔优质体育人才,为世界重大体育赛事提供人才支撑的重要手段。运用理性选择制度主义对我国高校高水平运动队招生政策进行解读与分析,发现其在政策效率、政策公平、政策问责以及政策适应性方面存在一定问题。问题主要源于不同行动者在有限理性下形成不同的行动偏好和理性选择。因此,应坚持以教育公平为原则加以完善,促进最新政策的有效实施。

In China,the admission policy on high-level sports teams in higher education institutions plays an essential function in both selecting high-quality sports talents and providing candidates for world sports events.In this case,this article,based on the rational selection institutionalism,intends to interpret and analyze the admission policy on high-level sports teams in Chinese universities.The findings show that there are certain problems in such aspects as policy efficiency,policy fairness,policy accountability,and policy adaptability.Since the problem mainly stems from different practitioners’different behavioral preferences and rational choices under bounded rationality,the principle of educational equity should be adhered to and implementation of the latest policies should be improved as well.
