公平与效率视角下的研究生招生考试工作

On Graduate Enrollment from Fairness and Efficiency Perspective

公平与效率是人类社会永恒的追求。纵观研究生招生考试工作的发展历程,公平和效率“何者优先,何者兼顾”的争论虽长期存在但终将走向有机统一。本文界定公平和效率的定义、讨论分析研究生招生工作的影响因素后,认为深化研究生招生考试制度改革是大势所趋,因此在厘清初试和复试目标定位的基础上,应聚焦现有争议问题,找准优化方向,同时借鉴外国制度优势,以期在改革中进一步提高公平和效率。

Fairness and efficiency are the eternal pursuit of human society.Striking a balance between fairness and efficiency in the graduate enrollment process is a future trend.In this paper,the terms of fairness and efficiency are defined separately,influential factors are identified as value orientations,institutional frameworks and emergencies,and implications on the enrollment are analyzed.In the context of system reform,the attempt to improve fairness and efficiency is supposed to be based on clear targets,solutions to contentious issues and experience reference.
