党的十九大报告指出:建设教育强国是中华民族伟大复兴的基础工程。加快一流大学和一流学科建设,实现高等教育内涵式发展,是建设教育强国的重大战略决策。作为国民教育顶端的研究生教育,对于一个国家而言,是科教兴国和人才强国的重要结合点,是一国竞争力和创新力的基石。而"双一流"建设的战略构建,直接决定并影响着我国研究生教育的质量水平,高校能否抓住战略机遇以期实现办学水平跃升和综合能力提升,无疑是一个具有挑战性的课题。

As pointed out in the report of the 19 th National Congress of the Communist Party of China,to build a powerful education country is a fundamental project so as to rejuvenate the nation.To improve the project,we need to enhance the construction of first-class universities and disciplines and realize the connotative development of higher education.Postgraduate education,as the top of the education,is not only an important integration ofrejuvenating the country through science and education and strengthening the country with help of talents,but alsoa cornerstone of a country’s competitiveness and innovation.Since the strategic construction of"double first-class"universities directly determines and affects the quality of postgraduate education in China,colleges and universities should have seized the precious opportunity toimprove their management efficiency and comprehensive strength.
