试论普通高校第二学士学位制度重启变化及其逻辑

On Resumption of Second Bachelor’s Degree Policy in Colleges and Universities and Its Rationality

取消普通高校第二学士学位制度是国家高等教育学位管理制度的一次变迁;时隔一年后制度重启,引发社会各界的再次聚焦。作为在特定历史条件下的国家调控性手段,普通高校第二学士学位制度重启呈现制度功能新探索、应用学科专业大扩容以及高校办学自主权推落实等特点。解读制度重启逻辑,实现人才培养、社会需求与就业的良性互动,维护国家利益;加强复合型人才的选拔培养,做优高等教育;引导自主选择促个性全面发展,关照生源诉求。建议充分认识制度内涵,加强复合型人才的培养规范,建立健全学习者学习跟踪评估。

Once the second bachelor’s degree system in colleges and universities has been abolished;however,now,after a year’s lapse,the system is resumed,causing the attention from all sectors of society.As a national regulatory means under specific historical conditions,the second bachelor’s degree policy for colleges and universities characterizes some features such as new exploration of system functions,large expansion of applied disciplines and practice of university autonomy.In this case,it is significant for us to have a better understanding of the policy,try to help enhance the selection and training of talents,improve autonomous selection and comprehensive development of personality,and appeal to candidates’needs.Therefore,it is suggested that we should fully understand the connotation of the policy,and take some measures like strengthening the norms of training interdisciplinary talents,and establishing and improving the assessment standards,etc.
