大学生就业考试之统一与分闱方案的理论构建(下)——公平而有质量的社会流动可为中小学生有效“减负”并给大学生合理“增负”

On Practicability of Uniform Examination at Local Examination Centers for Job Vacancy(Part Ⅱ)

大学生能就业与耕者有其田本质相同,同属于壮有所用之劳者有其业。就业机会分配方式之人事制度事关国体,社会主义国家的土地明确国有,国家提供的就业机会也应当同样明确国有,包括公职部门、企事业单位等社会所提供的就业岗位。其中适合大学生就业的岗位国家可通过统一考试的方式分配,这将有效解决两个领域的四个问题。需要强调的是:社会主义基本的分配制度是按劳分配。就业机会需按劳动能力分配,即按能力分配;而升学机会需按劳动潜能分配,即按潜能分配。中小学生体脑劳动的潜能,可通过考试测量;大学生体脑劳动的能力,也可通过考试测量。

College students,when hunting for a job,should have the equal chance for the vacancies from all social walks,including state-owned bodies such as public service departments,national enterprises and government-run institutions.In this case,a uniform examination for choosing candidates for the vacancies can be carried out in local areas,administered by local authorities.In this way,two problems can be resolved actively and positively:firstly,in the area of education,the school load for the elementary and middle school students can be lessened,and the study burden for college students need to be increased rationally.Secondly,the uniform but local examination can help to boost social equality and the issue of distribution according to manpower’s work for the whole society.In one word,the unified examination administered by local agencies can be an effective solution to the employment problem of college students in China.
