Progress and enlightenment of marine spatial planning in Norwegian Arctic sea area

海洋空间规划是实现基于生态系统的海洋管理的重要手段。文章通过研究挪威北极海洋空间规划文本及其制定过程发现,挪威在基于极地特殊生态系统的分区方法和管理措施、规划动态编制实施和灾害风险管理等方面具有一定经验优势。在此认识基础上进一步总结了挪威北极海洋空间规划在应对气候变化、保护生态系统、维护北极权益、强化区域和国际合作方面的成功经验,以期为我国参与北极海洋空间治理工作提供借鉴。

Marine spatial planning is an important tool for implementing ecosystem-based marine management.This paper analyzes the texts of Norway’s Marine Spatial Planning in the Arctic sea area,compares the process of planning formulation,and points out Norway’s advantages in zoning methods and management measures based on the polar special ecosystem,dynamic planning formulation and implementation,and disaster risk management.Finally,the successful experience of Norway’s Arctic marine spatial planning is summarized in addressing climate change,protecting ecosystems,safeguarding Arctic rights and interests,and strengthening regional and international cooperation,with a view to providing lessons for China’s participation in Arctic marine spatial governance.
