浅谈小流域治理技术方案

A BRIEF TALK ON THE TECHNICAL SCHEME OF SMALL WATERSHED MANAGEMENT

为了实现流域内经济发展目标,依据“整体开发,综合治理,改善生态环境,增加农民收入,带动区域经济发展”的原则,坚持“预防为主,全面规划,综合防治,因地制宜,加强管理,注重效益”的水土保持工作方针,以防治沙漠化、充分利用当地水土资源、改善农业生产条件、调整土地利用结构和产业结构为突破口,将开发性治理和保护性治理相结合、生物措施和工程措施相结合,实行山、水、田、林、路综合治理,生态、社会、经济效益统筹兼顾,使水土流失治理、生态环境建设与发展区域经济同步推进,走综合开发、合理利用的可持续发展的路子。实现水资源的可持续利用和生态环境的可持续维护,实现人居环境的改善和生活、生产环境的改善。通过流域项目水土保持措施的实施,本着因地制宜,因害设防、预防为主、防治结合的原则,进行全面规划,正确地确定农业、林业、牧业用地,合理科学的布置各项水保措施。从流域的自然条件和社会经济为出发点,以改善生态环境和发展经济为目的,全面提高土地生产力和土地利用率。通过农业综合开发水土保持项目的实施,该小流域水土流失防御体系基本形成,基本达到保护生态环境和控制水土流失的目的。

In order to achieve the goal of economic development in the basin,according to the principle of“Overall development,comprehensive management,improvement of ecological environment,increase of farmers'income,and promotion of regional economic development”,adhere to the“Prevention-oriented,comprehensive planning,comprehensive prevention and control,to adapt to local conditions,strengthen management,pay attention to efficiency”approach of soil and water conservation work,to prevent desertification,make full use of local water and soil resources,improve agricultural production conditions,adjust the structure of land use and industrial structure as the breakthrough point,we will combine developmental and protective measures,biological and engineering measures,and carry out comprehensive management of mountains,rivers,fields,forests and roads,taking into account ecological,social and economic benefits,to promote soil erosion control,ecological environment construction and development of regional economy in step,take the path of comprehensive development,rational use of sustainable development.To achieve the sustainable use of water resources and sustainable maintenance of the ecological environment,to achieve the improvement of living and production environment.Through the implementation of soil and water conservation measures for river basin projects,and in accordance with the principles of adapting to local conditions,giving priority to hazard prevention and combining prevention with control,a comprehensive planning is carried out to correctly determine the land use for agriculture,forestry and animal husbandry,reasonable and scientific arrangement of soil and water conservation measures.In order to improve the ecological environment and develop the economy,the land productivity and the rate of land use should be improved in an all-round way from the point of view of the natural condition and social economy of the basin.Through the implementation of the soil and water conservation project of comprehensive agricultural development,the soil and water loss defense system of the small watershed has basically been formed,and the aim of protecting ecological environment and controlling soil and water loss has basically been achieved.
