钢铁行业碳排放数据统计管理及应对策略分析 被引量:3

STATISTICAL MANAGEMENT OF CARBON EMISSION DATA AND ANALYSIS OF COPING STRATEGIES IN IRON AND STEEL INDUSTRY

摘要 从“双碳”目标、碳市场建设、欧盟碳边境调节机制3个方面梳理了国内外低碳发展形势,并梳理了国内有关碳排放数据统计管理的政策要求以及钢铁行业碳排放核算方法,明确了碳排放数据统计和管理工作的重要性。归纳了钢铁行业在碳排放数据管理方面的实践和取得的成效,包括摸清碳排放情况、构建低碳发展体系、建立完善碳排放管理体系等内容。结合钢铁行业当前面临的形势和未来发展要求,从夯实基础工作、提升管理能力、健全标准体系、创新体制机制4个方面提出发展建议,对推动行业低碳发展和全面提升碳排放管理水平具有重要的意义。 This paper sorts out the low-carbon development situation from three aspects:"dual carbon"goal,carbon market construction,and EU carbon border adjustment mechanism,and sorts out the domestic policy requirements for the statistical management of carbon emission data and the carbon emission accounting method in the steel industry.Clarified the importance of carbon emission data statistics and management.This paper summarizes the practice and achievements of carbon emission data management in the steel industry,including finding out the background of carbon emission,building a low-carbon development system,and establishing and improving a carbon emission management system.Combined with the current situation and future development requirements of the iron and steel industry,development proposals are put forward from four aspects:consolidating basic work,improving management capabilities,improving standard systems,and innovating systems and mechanisms.
