摘要
机动车环保定期检验作为预防在用车尾气污染的有效手段,其环检机构的快速发展带来相应的问题。通过三级联网数据和实际调研分析了目前环检机构存在的问题,发现因缺少统一的数据联网规范,全国各地上报的数据量和数据质量存在严重问题,同时根据实际调研发现的环检机构违规操作,出具虚假合格报告等行为,探索研究强化大数据分析与实际调研相结合,找出关键指标精准发现问题的思路。通过尾气作弊案例分析了检测过程数据中发现的异常现象,经过人工逐条筛选和开发算法筛选对比验证,得出开发防作弊程序在初筛层面具有一定的可操作性,再结合单车数据具体分析锁定作弊情况。最后,针对问题提出了环检机构规范发展的要求和监管效能提升的建议。
Periodic environmental protection inspection of motor vehicles as an effective means to prevent in-use vehicle exhaust pollution,but the rapid development of environmental inspection institutions has brought corresponding problems.The problems existing in the current environmental inspection institutions are analyzed through networking data and actual investigation.It is found that due to the lack of unified data networking standards,there are serious problems in the amount and quality of data reported throughout the country.Simultaneously,according to the practical research,the illegal operation of the environmental inspection institutions and the issuance of false qualified reports are found,and the idea of strengthening the combination of big data analysis and practical research is explored to find out the key indicators to accurately identify the problem.The abnormal phenomena found in the data of the detection process are analyzed through the case of tail gas cheating.Through the comparison and verification of manual screening and development algorithm screening,it is concluded that the development of anti-cheating program has certain operability at the preliminary screening level.Then,combined with the single vehicle data,the cheating situation is specifically analyzed and locked.Finally,in response to the problem,the requirements for the standardized development of environmental inspection institutions and suggestions for improving the supervision efficiency are put forward.
