The Rise and Fall of the Ministry of Higher Education in China

1952年我国设立高等教育部,主要是学习苏联体制,同时为了进行院系调整。1958年高等教育部被撤并,1964年为了避免相对忽视中小学教育,再度分设高等教育部和教育部。高等教育部内部组织机构有一定的复杂性,且历经变迁。高等教育部在存续期间充分发挥了管理职能,颇有作为。从部长迁转、两部并称时的次序和办公场所来看,高等教育部实际地位比教育部略高一些。1957年中国出现高等教育学的初始形态,或与当时独立设置高等教育部有一定的关系。逝去的中国高等教育部留下了一些珍贵的历史遗产,高等教育部虽然存在时间不长,但在中国高等教育史上留下了深刻的印痕。

The establishment of the Ministry of Higher Education in 1952 was mainly aimed at learning from the Soviet system and adjusting the schools and departments.In 1958,the Ministry of Higher Education was abolished and merged.In 1964,the Ministry of Higher Education was reestablished to avoid neglect of primary and secondary education.Its internal organizational structure was somewhat complex and underwent changes,which achieved great success.And its position was slightly higher than that of the Ministry of Education in terms of the order and office space of the transfer of ministers and the establishment of the two ministries.The initial discipline of higher education emerged in China in 1957,which may be related to the independent establishment of the Ministry of Higher Education at that time.It left behind some precious historical heritage and left a profound impression on the history of Chinese higher education.
