冲突治理视角下高校人才工程的政策过程与动态优化——对某高校一项人才工程20年实施状况的跟踪考察

The Policy Process and Dynamic Optimization of Talent Project in Higher Education Institutions from the Perspective of Conflict Governance——A Tracking Study of the Talent Project at A University

高校实施人才工程是建设高水平教师队伍的重要途径。在人才工程政策过程中会产生各种冲突,需要实施有效的冲突治理,实现冲突治理与政策过程的协同互动。通过对A大学人才工程政策过程的具体考察后发现,该校人才工程在政策议程、政策制定修订、政策实施等阶段存在多种冲突,在冲突治理上形成了自己的做法和经验。该校人才工程政策过程还存在问题,未来需优化冲突治理的方向。

The implementation of talent projects in higher education institutions is an important way to build a high-level teaching staff.Various conflicts will arise in the process of talent project policy,requiring the implementation of effective conflict governance and the realization of synergistic interaction between conflict governance and the policy process.Through a specific examination of the policy process of the talent project at A University,this study identifies and analyzes the various conflicts that exist in the policy agenda stage,the policy formulation stage and the policy implementation stage.Then,this study summarizes the practice and experience of conflict governance,points out the problems that still exist in the policy process of the talent project,and proposes the optimization direction of conflict governance in the future.
