从内涵式到高质量:我国高等教育发展政策的演进及转向

From Connotation to High-quality:The Evolution and Transformation of the Development Policies of China’s Higher Education

摘要 改革开放以来,我国高等教育发展政策话语经历了从“内涵式发展”到“高质量发展”的演变,目的是解决资源约束下的高等教育重建、规模扩张后的质量提升和质量提升瓶颈下的创新发展等不同阶段的现实问题。进入高质量发展新阶段,我国高等教育发展政策在发展重心、发展方式、发展任务等方面需要实现转型升级。当前应围绕破解体制机制障碍,探索小切口、纵深式改革模式,走创新发展之路。 Since the reform and opening up,the development policy discourse of China's higher education has evolved from“connotative development”to“high-quality development”,in order to solve the realistic problems at different stages,such as the construction of higher education under the resource constraints,the quality improvement after the expansion of scale,and the innovative development under the bottleneck of quality improvement.Entering the new stage of high-quality development,the development policies of China's higher education need to be transformed and upgraded in terms of the development focus,methods,and tasks.Currently,it should break the systemic and mechanistic obstacles,explore the model of small cuts,deep reforms and take the path of innovative development.
