摘要
我国高校当前的决策支持组织结构形式不利于决策支持功能的发挥,一些高校通过建立“大院校研究机构”、“院校研究协同体”等组织形式进行了实践探索,但因其缺乏正式职权而未建立起标准化的工作关系。矩阵型组织结构是基于正式职权体系建立的跨部门协同合作形式,可有效发挥院校研究决策支持功能,而主要决策者的重视、具有良好跨部门沟通能力的院校研究人员以及开放协同的组织文化是实现协同矩阵型院校研究组织结构的关键。
The current organizational structure of decision support in China’s universities is not conducive to facilitating the functions of decision support.Some universities have made meaningful efforts to explore effective solutions by establishing such organization as“Big Institutional Research”and“Institutional Research Synergies”;but these organizations have never been granted with formal authority.Based on the official authority system,the matrix of the institutional research organization in universities is to establish a formal relationship of cross-departmental collaboration,which could be effective for decision support.The keys to achieving the organizational structure design are the principal decision makers with focus,institutional researchers with good cross-departmental communication skills,and an open and collaborative organizational culture.
