区域约束力视域下粤港澳大湾区高等教育合作发展的制度框架

The Institutional Framework of Higher Education Cooperation and Development in the Guangdong-Hong Kong-Macao Greater Bay Area from the Perspective of Regional Binding Force

区域形成是自然生成与主动建构的过程,适当的区域约束力是“最有效”的且是成就“最有用”区域的关键。作为“最有效”的区域约束力,行政约束力对粤港澳大湾区高等教育合作发展至关重要,体现在政策制度上,既要有着眼于统筹与统一的制度强约束力,又要有衔接与对接的制度中约束力,而自愿与自主的制度弱约束力也必不可少。粤港澳大湾区高等教育合作发展政策制度的“四梁八柱”已基本形成,尤其在元政策制度和基本政策制度的供给方面比较充分和有力,当前和未来一个时期亟须加强具体政策制度的有效供给。

As the most effective regional binding force,the administrative binding force is crucial to the cooperation and development of higher education in the Guangdong-Hong Kong-Macao Greater Bay Area,which reflects in the policy system.It should have a strong binding force in the system focusing on overall planning and unification,and have a binding force in the system of convergence and docking.It is also essential to have a weak binding force in the system of willingness and autonomy.The“four beams and eight pillars”of the policy system for the cooperative development of higher education in the Greater Bay Area have been basically formed,especially in terms of the supply of the meta policy system and the basic policy system.It is urgent to strengthen the effective supply of specific policy systems in the future.
