宁夏沿黄生态经济带建设研究

Research on the Construction of Ningxia’s Ecological Economic Belt along the Yellow River

宁夏位于黄河上游,是我国西北地区重要的生态屏障,在我国生态安全格局中占有重要地位。沿黄生态经济带是宁夏经济发展的核心区,也是宁夏经济社会发展的精华地带。本文论述了宁夏沿黄生态经济带建设概况,包括生态经济的内涵和建设目标,宁夏沿黄生态经济带建设情况及存在的主要问题;分析了宁夏沿黄生态经济带建设路径,坚持生态优先、打造黄河流域生态保护先行区,坚持绿色发展、建设黄河流域高质量发展示范区,完善宁夏沿黄生态经济带制度体系;提出了加强党政领导责任,推进宁夏沿黄生态经济带产业转型升级,加强生态环境综合整治,促进各级领导干部履职尽责等对策建议。

Ningxia,located in the upper reaches of the Yellow River,is an important ecological barrier in northwest China and occupies an important position in China’s ecological security pattern.The ecological economic belt along the Yellow River is the core area of Ningxia’s economic development,and is also the essence area of Ningxia’s economic and social development.This paper discusses the general situation of the construction of the ecological economic belt along the Yellow River in Ningxia,including the connotation and construction objectives of the ecological economy,the construction of the ecological economic belt along the Yellow River in Ningxia and the main existing problems.This paper analyzes the construction path of Ningxia’s ecological economic belt along the Yellow River,insists on giving priority to ecology,creates a leading area for ecological protection in the Yellow River basin,insists on green development,builds a high-quality development demonstration area in the Yellow River basin,and improves the system of Ningxia’s ecological economic belt along the Yellow River.This paper puts forward some countermeasures and suggestions,such as strengthening the leadership responsibility of the party and government,promoting the industrial transformation and upgrading along the Yellow River ecological economic belt in Ningxia,strengthening the comprehensive improvement of the ecological environment,and promoting the leading cadres at all levels to perform their duties and fulfill their responsibilities.
